The objective of this research was to study guidelines for developing innovative leadership to create an educational innovation organization for administrators of vocational education institutions in the Northeastern region of Thailand. A mixed-methods research design was employed. The sample group consisted of personnel from 111 vocational education institutions, including 40 administrators and 554 teachers and staff, totaling 594 participants. A multi-stage sampling technique was used. The research instruments included questionnaires, in-depth interviews, and focus group discussions. Data were analyzed using exploratory factor analysis, triangulation research methodology for data validation, and expert validation of the proposed guidelines through expert discussions.

The research findings revealed that the guidelines for developing innovative leadership to create an educational innovation organization for vocational education administrators in the Northeastern region of Thailand consisted of 8 key components. The methods for developing innovative leadership could be carried out through five approaches: (1) Self-directed learning, (2) Learning through online systems, (3) Case study utilization, (4) Learning through AI, and (5) Practical training workshops. The process for developing innovative leadership using the PIERI model includes (1) Planning, (2) Implementation, (3) Evaluation, (4) Reflection, and (5) Improvement, with clear policies and annual plans to ensure that every vocational education institution can use them to enhance the competencies of their administrators. The research findings can be applied to developing innovative leadership among administrators in vocational education institutions in the Northeastern region to create educational innovation organizations, ultimately producing high-quality professionals for the country’s development.
