FORMULATION OF SUSTAINABLE LOCAL DEVELOPMENT PLANS BY LOCAL ADMINISTRATIVE ORGANIZATIONS

This academic article examines sustainable local development planning by local administrative organizations. The objective is to examine the concepts, principles, procedures, and methods for formulating local development plans to promote sustainable development by local administrative organizations. Effective implementation of these plans contributes to area-based development, enables citizens to receive quality public services, and enhances the efficiency of local administrative organizations under the Ministry of Interior’s Regulations on the Preparation of Local Development Plans, B.E. 2548 (2005), and subsequent amendments. The regulations emphasize public participation, integrated and effective planning, and the use of development plans as tools for budget allocation, monitoring, and evaluation. Furthermore, local administrative organizations should promote awareness of morality and ethics among all sectors and strengthen good governance to enhance transparency and overall administrative efficiency. Ultimately, this academic article provides local administrative organizations with a framework for developing and improving their local development planning processes. It can be applied to policy formulation, problem prioritization, development project formulation, efficient budget management, promotion of public participation, and the systematic development of monitoring and evaluation systems.
