GUIDELINES FOR IMPROVING THE PERFORMANCE OF THE ADMINISTRATIVE GROUP'S MISSIONS. CASE STUDY : PHAYAO PROVINCIAL OFFICE

This research aims to: 1) Study the operational conditions according to the mission of the Administrative Group, Phayao Provincial Office; 2) Study problems and obstacles in performing duties according to the missions of the Administrative Group, Phayao Provincial Office; and 3) Propose guidelines for improving the performance of the Administrative Group, Phayao Provincial Office. This qualitative research was conducted with 11 personnel under the Administrative Group, Phayao Provincial Office, selected purposively. The research instrument used semi-structured interviews and content analysis. The findings revealed that: 1) The current situation is that the agency has a large and urgent workload. There is a clear work structure and internal communication, but there is a shortage of personnel, digital skills, work manuals, the use of outdated work systems and technology, and a reliance on paper documents, which results in slow operations; 2) Problems and obstacles in operations include: (1) Human resources and digital skills issues. (2) Lack of operational manuals and systematic knowledge transfer systems; and (3) Technology issues and outdated equipment; and 3) Development guidelines include: (1) Create a SOP operation manual and Checklist (2) Develop a digital inventory-equipment control system (3) Develop skills through microcourses (4) Organize a mentoring system and knowledge base (5) Review missions and roles clearly.
