This research article aims to develop a participatory student care management model involving the network of educational institutions under the Saraburi Primary Education Service Area Office 1. The study focuses on the concept of developing a student care management model and the educational institution network as the research framework. The sources of data for the study are related documents, and the informants consist of nine experts selected through purposive sampling. The research instruments used are as follows: 1) a recording form, 2) a draft model evaluation form, and 3) a draft manual evaluation form. The data were analyzed using means, standard deviations, and content analysis. The findings show that the developed management model consists of six main components: 1) the principles of the model, 2) the objectives of the model, 3) the content of the model, 4) the implementation process, 5) the assessment and evaluation, and 6) the success conditions. The results of the model development were found to be at the highest level. The knowledge gained from this research can serve as a guideline for developing student care systems in other educational institutions. Additionally, the development of an efficient model will help enhance and improve students' quality of life.
