OFFICE OF THE EDUCATION COUNCIL’S ROLE IN THE SUSTAINABLE NATIONAL EARLY CHILDHOOD DEVELOPMENT

Early childhood development in Thailand has consistently been a priority for the government, as this period is considered the most cost-effective investment in laying the foundation for life. Efforts in this area have involved collaboration across multiple sectors since early childhood spans from conception to the age of six or before entering the first grade of primary school. Various stakeholders, including governmental, private, and civil society organizations, have participated in providing early childhood development services.
Despite continuous governmental efforts to mobilize resources and investments, several factors hinder the efficiency and sustainability of these initiatives. These include a lack of integration, continuity, and alignment among stakeholders. Therefore, there is a critical need for a central coordinating body, such as the Office of the Education Council (OEC), to drive and integrate early childhood development efforts in collaboration with relevant agencies. This paper, based on extensive research and a review of existing documents and evidence, analyzes and synthesizes the significant role of the OEC in achieving sustainable early childhood development at the national level. The study highlights key focus areas, including policy development, mechanisms and coordination systems at the provincial level, budget allocation, knowledge dissemination, information services, and the establishment of a comprehensive early childhood data system. The findings emphasize the importance of aligning the efforts of all stakeholders-governmental, private, and civil society to achieve the shared goal of maximizing the benefits of early childhood development. Ultimately, this coordinated approach aims to foster sustainable early childhood development in Thailand.
