การจัดทำแผนพัฒนาท้องถิ่นอย่างยั่งยืนขององค์กรปกครองส่วนท้องถิ่น

บทความวิชาการนี้ได้ศึกษาการจัดทำแผนพัฒนาท้องถิ่นอย่างยั่งยืนขององค์กรปกครองส่วนท้องถิ่น มีวัตถุประสงค์เพื่อศึกษาแนวคิด หลักการ และขั้นตอนพร้อมวิธีการที่จะจัดทำแผนพัฒนาท้องถิ่นเพื่อการพัฒนาที่ยั่งยืนขององค์กรปกครองส่วนท้องถิ่น ซึ่งจะส่งผลต่อการพัฒนาพื้นที่ให้ประชาชนได้รับ การบริการที่ดี องค์กรปกครองส่วนท้องถิ่นสามารถปฏิบัติงานได้อย่างมีประสิทธิภาพภายใต้ระเบียบกระทรวงมหาดไทยว่าด้วยการจัดทำแผนพัฒนาท้องถิ่น พ.ศ. 2548 และที่แก้ไขเพิ่มเติม ซึ่งเน้นการมีส่วนร่วมของประชาชน การบูรณาการการจัดทำแผนที่มีประสิทธิภาพ และการใช้แผนเป็นเครื่องมือในการจัดสรรงบประมาณและติดตามประเมินผล นอกจากนี้ การที่องค์กรปกครองส่วนท้องถิ่นให้ความสำคัญกับการส่งเสริมให้ทุกภาคส่วนตระหนักถึงความสำคัญกับคุณธรรม จริยธรรม และแนวทางที่เป็นการสร้างธรรมาภิบาลให้เกิดความโปร่งใส ตลอดจนส่งผลต่อประสิทธิภาพการบริหารจัดการขององค์กรปกครองส่วนท้องถิ่นโดยรวม ท้ายที่สุดบทความทางวิชาการนี้จะช่วยให้องค์กรปกครองส่วนท้องถิ่นมีกรอบพัฒนาและปรับปรุงแนวทางการจัดทำแผนพัฒนาท้องถิ่นให้มีประสิทธิภาพมากขึ้น โดยสามารถนำไปใช้ในการกำหนดนโยบาย การจัดลำดับความสำคัญของปัญหา การจัดทำโครงการพัฒนา การบริหารงบประมาณอย่างคุ้มค่า การส่งเสริมการมีส่วนร่วมของประชาชน และการพัฒนาระบบติดตามและประเมินผลอย่างเป็นระบบ
