บทคัดย่อ

บทความวิชาการนี้มีวัตถุประสงค์เพื่อวิเคราะห์บริบท สภาพปัจจุบัน และแนวโน้มการเปลี่ยนแปลงของโรงเรียนประถมศึกษาขนาดเล็กท่ามกลางบริบทการศึกษาในโลกยุคการเปลี่ยนแปลง ส่งผลกระทบต่อระบบการศึกษาของไทยอย่างหลีกเลี่ยงไม่ได้ โดยเฉพาะโรงเรียนประถมศึกษาขนาดเล็กที่ทำหน้าที่สำคัญในการจัดการศึกษาให้กับคนในพื้นที่ชนบท ซึ่งต้องเผชิญกับข้อจำกัดทั้งด้านทรัพยากร งบประมาณ บุคลากร และภาระการจัดการเรียนการสอนแบบครูไม่ครบชั้น รวมทั้งนโยบายทางการศึกษาไม่สามารถปรับตัวให้สอดรับกับการเปลี่ยนแปลงจำนวนเด็กวัยเรียนได้อย่างทันท่วงที บทความนี้ได้นำเสนอทิศทางของโรงเรียนประถมศึกษาขนาดเล็กในอนาคตที่ต้องตัดสินใจระหว่างการคงอยู่ การยุติบทบาทหรือการโอนย้ายสังกัดไปสังกัดองค์กรปกครองส่วนท้องถิ่นที่มีศักยภาพและความพร้อม โดยการวิเคราะห์ปัญหาเชิงโครงสร้างของโรงเรียนประถมศึกษาขนาดเล็กเพื่อแสดงให้เห็นถึงความจำเป็นในการตัดสินใจเชิงนโยบายที่มีความยืดหยุ่นสอดคล้องกับบริบทพื้นที่ ลดความเหลื่อมล้ำทางการศึกษา สร้างความเป็นธรรมทางสังคม สามารถยกระดับคุณภาพการศึกษาให้กับผู้เรียนและนำไปสู่ความยั่งยืนในระยะยาวได้อย่างแท้จริง
