บทความวิจัยนี้มีวัตถุประสงค์ 1) เพื่อประเมินโครงการแก้ไขปัญหาหนี้นอกระบบของรัฐบาล อำเภอเวียงเชียงรุ้งจังหวัดเชียงราย โดยใช้รูปแบบ CIPP model 2) เพื่อเสนอแนะแนวทางการพัฒนา โครงการแก้ไขปัญหาหนี้นอกระบบของรัฐบาล อำเภอเวียงเชียงรุ้ง จังหวัดเชียงราย กลุ่มตัวอย่างที่ใช้ในการศึกษาประกอบด้วยผู้ลงทะเบียนเข้าโครงการแก้ไขปัญหาหนี้นอกระบบของรัฐบาล อำเภอเวียงเชียงรุ้ง จังหวัดเชียงราย จำนวน 57 ราย ซึ่งใช้ตัวอย่างโดยเลือกแบบเจาะจง (Purposive sampling) คือ ผู้ลงทะเบียนแก้ไขปัญหาหนี้นอกระบบ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และสัมภาษณ์เจ้าหน้าที่ที่เกี่ยวข้องกับโครงการ โดยใช้รูปแบบ CIPP Model ใน 4 ด้าน และความคิดเห็นของผู้ลงทะเบียนเข้าโครงการ วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา ประกอบด้วย ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน
ผลการศึกษาพบว่าโครงการแก้ไขปัญหาหนี้นอกระบบของรัฐบาลในเขตอำเภอเวียงเชียงรุ้ง จังหวัดเชียงราย มีผลการประเมินในภาพรวมระดับมากที่สุด โดยมีด้านกระบวนการอยู่ระดับมากที่สุด ด้านปัจจัยนำเข้าอยู่ระดับมากที่สุด ซึ่งเป็นปัจจัยสำคัญต่อความสำเร็จของโครงการและสามารถนำไปพัฒนาต่อได้อย่างเป็นรูปธรรม
