บทคัดย่อ

การพัฒนาเด็กปฐมวัยของประเทศไทยเป็นสิ่งที่รัฐบาลให้ความสำคัญมาอย่างต่อเนื่อง เนื่องจากเป็นช่วงเวลาที่ให้ผลของการลงทุนที่คุ้มค่าที่สุดต่อการสร้างรากฐานของชีวิต ที่ผ่านมามีการดำเนินงานเกี่ยวข้องเชื่อมโยงกันหลายภาคส่วน เนื่องจากเด็กปฐมวัยเป็นวัยที่เริ่มต้นตั้งแต่ปฏิสนธิในครรภ์มารดา จนถึงอายุ 6 ปีบริบูรณ์ หรือก่อนเข้าชั้นประถมศึกษาปีที่ 1 จึงทำให้มีหลายหน่วยงานที่ร่วมจัดบริการพัฒนาเด็กปฐมวัยทั้งภาครัฐ ภาคเอกชน และภาคประชาสังคม รัฐบาลพยายามระดมทรัพยากรและการลงทุนเพื่อพัฒนาเด็กปฐมวัยอย่างต่อเนื่อง แต่ยังมีอีกหลายปัจจัยที่ทำให้การพัฒนาเด็กปฐมวัยดำเนินการได้อย่างไม่เต็มประสิทธิภาพ ขาดการบูรณาการ ขาดความต่อเนื่องและไม่ยั่งยืน ทั้งยังไม่เป็นไปในทิศทางเดียวกัน จึงจำเป็นที่ต้องมีหน่วยงานกลาง คือ สำนักงานเลขาธิการสภาการศึกษาที่มีบทบาทในการขับเคลื่อนและบูรณาการการพัฒนาเด็กปฐมวัยร่วมกับหน่วยงานที่เกี่ยวข้อง โดยผู้เขียนได้เรียบเรียงขึ้นจากการศึกษาค้นคว้า และรวบรวมข้อมูลจากเอกสาร หลักฐานต่าง ๆ โดยทำการวิเคราะห์และสังเคราะห์เพื่อเน้นให้เห็นถึงบาทบาทที่สำคัญของสำนักงานเลขาธิการสภาการศึกษาในการพัฒนาเด็กปฐมวัยของชาติให้มีความยั่งยืน ทั้งในด้านนโยบาย ด้านกลไกและระบบประสานงานในระดับจังหวัด ด้านงบประมาณ ด้านองค์ความรู้รวมถึงการให้บริการข้อมูล และด้านระบบฐานข้อมูลสารสนเทศด้านเด็กปฐมวัยให้มีความชัดเจนเป็นรูปธรรม บรรลุเป้าหมายการพัฒนาเด็กปฐมวัยของทุกหน่วยงาน ทั้งภาครัฐ ภาคเอกชน และภาคประชาสังคม อันเป็นประโยชน์ต่อการพัฒนาเด็กปฐมวัยอย่างสูงสุด และกลายเป็นการพัฒนาเด็กปฐมวัยที่มีความยั่งยืนอย่างแท้จริง
