Measures to Promote Vehicle-Use Safety for Foreign Tourists: A Case Study of Koh Samui District, Surat Thani Province

Abstract

This research aims to 1) study the problems and factors causing vehicle accidents among tourists in Koh Samui District, Surat Thani Province, 2) examine laws and policies related to vehicle safety for foreign tourists, and 3) propose measures and guidelines for promoting vehicle safety for foreign tourists. The research methodology employs qualitative research through documentary analysis Data were analyzed using inductive content analysis.

The findings reveal that 1) the main causes of accidents include lack of knowledge of Thai traffic laws absence of international driving permits, lack of motorcycle riding experience , and inadequate verification of renter qualifications by operators, 2) The enforcement of the Land Traffic Act B.E. 2522 and the Motor Vehicle Act B.E. 2522 does not cover the verification of international driving permits for foreign tourists, making it impossible for rental operators to check motorcycle riding qualifications, resulting in accidents due to lack of knowledge of Thai traffic laws. Additionally, the Tour Business and Guide Act B.E. 2551 lacks joint enforcement mechanisms with local authorities. Penalties under these laws, such as fines stipulated in Sections 42-43 of the Land Traffic Act B.E. 2522, are not severe enough against operators who neglect verification, failing to deter violations, and there are no specific penalties for foreign tourists driving without permits. and 3) appropriate measures should include legal measures, development of temporary licensing systems, enhanced law enforcement, infrastructure development, and multi-sectoral cooperation.

The researcher recommends that relevant agencies should 1) develop a temporary driver's license system for tourists with local traffic law testing, 2) clearly define standards and responsibilities for operators, 3) establish dedicated legal assistance centers for foreign tourists, and 4) develop comprehensive and adequate insurance systems.
