A Comparative Study of the Electronic Administrative Litigation Process between Portugal, Ukraine, and Lithuania

Abstract
This research focuses on a comparative analysis of electronic administrative court proceedings among Council of Europe member states, particularly in Ukraine, Portugal, and Lithuania. The study employs qualitative research methodology through within-case analysis and cross-case analysis to examine the differences and similarities of electronic justice systems in administrative courts.
The findings reveal that the implementation of electronic systems in administrative court proceedings can enhance access to justice, reduce case processing time, and strengthen transparency in judicial processes. However, several significant barriers persist, including digital divide in technology access, data security concerns, and the imperative need for digital skills development among justice system personnel.
This study proposes guidelines for developing electronic justice systems that balance technological efficiency with the protection of citizens' rights.
