New Paradigm in Risk Management: From Regulatory Control to Building Mental Immunity

Abstract

In the midst of a volatile and rapidly changing global landscape (VUCA World), risk management in higher education institutions that relies solely on rules, regulations, or external standards (Hard Controls) is becoming insufficient to address emerging threats, particularly those stemming from human behavior and decision-making under crisis. This conceptual article proposes a new paradigm in risk management, shifting the focus from command and control to building mental immunity within the organization's personnel. The article analyzes the limitations of traditional management approaches that emphasize fault-finding and punishment, which often lead to a culture of fear and information concealment. It proposes the application of organizational psychology and universal ethics to construct Mental Immunity, comprising three key components: 1) Risk Awareness cultivated as an instinct, 2) Professional Integrity or Self-Regulation, and 3) Resilience to withstand and recover from crises. Furthermore, the article highlights the critical role of leadership in fostering Psychological Safety, creating an environment where staff feel empowered to disclose errors and collaboratively solve problems without fear of blame. This approach ultimately leads to the elevation of a strong and sustainable Risk Culture, which has the potential to serve as a crucial foundation of educational quality, beyond mere compliance with documentation standards.
