Guidelines for Developing Digital Literacy for Police Officers at the Sub-district Police Station Level

Abstract

This article aims to study the problems related to digital literacy in the operations of each police division at the sub-district police station level, including issues arising from the use of social media by police officers, to analyze and propose guidelines for developing digital literacy for the operating personnel. The digital transformation of the Royal Thai Police has resulted in significant changes to the operations of all 5 divisions (Administration, Crime Suppression, Traffic, Investigation, and Inquiry) to comply with the Electronic Government Act B.E. 2565 (2022) and the Integrity and Transparency Assessment (ITA). The study found problems in digital literacy, such as the lack of modern equipment and budget, limitations in internet access, issues with analytical skills and ethics in using digital media. The author utilized related concepts and theories for analysis, including Maslow's Hierarchy of Needs, McGregor's Theory X and Y, Herzberg's Two-Factor Theory, and Renee Hobbs's Digital Literacy Skills. The proposed guidelines focus on personnel development using these theories, improving secure and stable information systems, and developing applications to support offline work and prevent rights violations, enabling police officers to operate efficiently and align with the digital era.
