เขตปลอดอากรกับการบูรณาการห่วงโซ่มูลค่าระดับภูมิภาค : การศึกษาเชิงนโยบายเพื่อการพัฒนาที่ยั่งยืน

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาสถานการณ์และแนวโน้มการพัฒนาเขตปลอดอากรในประเทศไทย วิเคราะห์ศักยภาพและข้อจำกัดในการเชื่อมโยงกับห่วงโซ่มูลค่าอาเซียน และเสนอแนะแนวทางการพัฒนาเชิงนโยบาย การศึกษานี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยวิเคราะห์ข้อมูลทุติยภูมิจากเอกสารและรายงานของหน่วยงานภาครัฐ บทความวิชาการ และรายงานจากองค์กรระหว่างประเทศ ครอบคลุมช่วงเวลาระหว่างปี พ.ศ. 2560-2567 ผลการศึกษาพบว่า เขตปลอดอากรในประเทศไทยมีการขยายตัวอย่างต่อเนื่อง อย่างไรก็ตาม ยังพบประเด็นสำคัญหลายประการ ได้แก่ การขาดแคลนแรงงานทักษะสูง ความล่าช้าในการพัฒนาโครงสร้างพื้นฐานดิจิทัล และความซับซ้อนของกฎระเบียบ นอกจากนี้ การเปลี่ยนแปลงของโซ่อุปทานโลกและการแข่งขันที่เพิ่มสูงขึ้นจากประเทศเพื่อนบ้านยังเป็นประเด็นที่สำคัญ การศึกษานี้ได้เสนอแนะแนวทางการพัฒนาเชิงนโยบายที่สำคัญ ประกอบด้วย การยกระดับโครงสร้างพื้นฐานดิจิทัล การปรับปรุงสิทธิประโยชน์และมาตรการส่งเสริม การพัฒนาทรัพยากรมนุษย์ การปรับปรุงกฎระเบียบให้มีความคล่องตัว และการส่งเสริมการเชื่อมโยงกับห่วงโซ่มูลค่าในภูมิภาค รวมถึงการพัฒนาที่ยั่งยืนและความรับผิดชอบต่อสังคม การนำข้อเสนอแนะเหล่านี้ไปปฏิบัติจำเป็นต้องอาศัยความร่วมมือจากทุกภาคส่วนและมีระบบการติดตามประเมินผลที่มีประสิทธิภาพ
