Creating opportunities, equality, and educational equity must be collaboratively built and addressed through cooperation among the government, private sector, and local administrative organizations. The government must ensure that all children receive twelve years of quality education, from pre-school to the end of compulsory education, without any fees. The entire education system must focus on developing students to be good, disciplined, proud of their nation, able to excel according to their own aptitudes, and responsible towards their families, communities, society, and the nation. Quality compulsory education should be provided without any fees. The government has established a fund to assist those lacking financial resources, to reduce educational disparities, and to enhance and develop the quality and efficiency of teachers. Support individuals, families, community organizations, private organizations, professional organizations, religious institutions, workplaces, and other social institutions to have the right to provide basic education. Educational institutions may offer education in one or all three forms. The integration of all three forms of education should be flexible in terms of format, teaching methods, content, curriculum, duration, and assessment to meet the needs of learners and specific target groups, in order to address the issue of children dropping out of the education system. The learning process that responds to the changes of the 21st century recognizes the diverse multiple intelligences of humans. Its goal is to provide quality education according to standards for learners of all ages, equipping them with the necessary skills for the future world. They should be able to solve problems, adapt, communicate, and work effectively with others, possess discipline, have a habit of continuous lifelong learning, and be citizens who understand their rights and duties, are responsible, and have a public spirit. Allow the transfer of accumulated academic results for learners within the same or different systems, whether from the same educational institution or not, including non-formal learning, self-directed learning, vocational training, or work experience, to provide learners with equal access to quality education. This aims to create a quality population in Thai society to develop the nation steadily and sustainably in the future.
