Abstract

The purpose of the research was to investigate the operational principles of good governance of the organization's staff.case Study: community in Chumtabong District, Nakhon Sawan Province. in 2012. The sample group consisted of 176 government officials of the subdistrict administrations in Chumtabong District, Nakhon Sawan Province. The research instrument was a 5-point rating scalequestionnaire. The data were analyzed by frequency, percentage, mean and standard deviation. The results were as follows: 1. Regarding the 6 good government principles: legality, virtue, transparency, participation, responsibility and value, the practice in general was at a high level. When considering each principle separately, the highest level of practice was the principle of transparency while the lowest level was the principles of participation and value. 2.The problems of implementation of good governance for the government officials were as follows: 2.1 Regarding the practice of the principle of legality, the result of the evaluation did not reflect the actual practice. The people did not follow the regulations. The assessors had personal relationship with the administrators. The regulations did not come from the community. 2.2 Regarding the practice of the principle of virtue, the development only focused on the infra structure. The plan for personnel development in virtue was not clear. The rewere no activities to develop virtue of the people. 2.3 Regarding the practice of the principle of transparency, the people lacked knowledge about the budget of the sub-district administrative administrations. The people had little participation in the budget. 2.4 Regarding the practice of the principle of participation, the sub-district development plan did not solve the community problems. The people satisfaction had not been evaluated. 2.5 Regarding the practice of the principle of responsibility, the officials did not follow the government rules strictly. 2.6 Regarding the practice of the principle of value, the officials did not save the energy and public utilities. 3. Guidelines to solve the problems of implementation of good governance of the officials in the sub-district administrative administrations in Chumtabong District, Nakhon Sawan Province. were in 3 aspects: resources, process and service.
