Abstract

This research was conducted to study the effectiveness of behavioral development of stateless children in the lower northern provinces. The research was quantitative. Data were collected through document study and field study. The instruments used were questionnaires from 400 samples, which were 5-level rating scale questionnaires with a reliability of 0.985. Data were analyzed using frequency distribution, percentage, mean, and standard deviation.

The research results found that: 1. The behavioral development of children in the highlands in the lower northern provinces, overall and in each aspect, was at a high level ( = 4.09). When considering each aspect, it was found that the aspect of learning (  = 4.98), discipline (  = 4.27), followed by honesty (  = 4.15), responsibility (  = 4.10), and patience (  = 3.97), respectively. 2. The results of the analysis of the mean and standard deviation of opinions on the policy of behavioral development of children in the highlands in the lower northern provinces, overall and in each aspect, found that: Overall, it was at the highest level (  = 4.21). When considering each item, it was found that the aspect of creating educational stability (  = 4.23), followed by the aspect of educational equality (  = 4.22) and the aspect of developing student quality (  = 4.16), respectively.
