The objectives of this thematic paper were as follows: 1) to study people’s participation in making the local development plan of Khaw Subdistrict Administrative Organization, Selaphum District, Roi Et Province, 2) to compare the participation in making the local development plan of the people having difference in sex, age, education and occupation, and 3) to study the suggestions on the problems and solutions to the people’s participation in making the local development plan. Sampling subjects for the study consisted of 360 people in Khaw Subdistrict Administrative Organization. Tools for data collection were questionnaires; and the research statistics included percentage, mean, standard deviation, t-test and one-way ANOVA test; if statistically significant difference was found, difference in mean will be tested in pair by Scheffe’s method; and the findings were presented in descriptive tables. Results of the research were as follows: 1) People’s participation in making the local development plan of Huaynamhom Sub-district Administrative Organization was generally rated at medium level. When considering by aspect, it was found that in terms of demand determination, the mean was rated at high level, followed by determining the ways of development. 2) Regarding the hypothesis test, it was found that people with difference in education level and occupation had difference in participation in making the local development plan with statistical significance at 0.05. 3) In view of the problem, it was found that the people had no knowledge and understanding about law and regulations in local developments; they gave weight only to the basic structure; and local administrators did not participate in village-level civil society meeting. 4) As regards the ways to solution, it was found that the organization should make public the policy of local administrators, and allow the administrators as well as officers to take part in the village meeting every time in order to answer questions and problems.
